Charles H. Culp, Ph.D., P.E. Charles Culp is an associate professor, Department of Architecture, and associate director, Energy Systems Laboratory, Texas A&M University, College Station, Texas. Throughout his career, Culp has been involved in the design of a variety of control systems, including the first pre-PC era color graphics energy management and control system. This large system was designed to automate U.S. Air Force bases, refrigeration controls, and high efficiency air-conditioning and heat pump electronic controls. He also developed a mean radiant temperature sensor and a low-refrigerant level sensor. He holds 11 patents for his work. Culp developed 18 guides for various energy retrofits for the Air Force, allowing it to standardize measurement and verification for large projects.
